The Barrier Keeping People from Safety

The need is greater than many people realize:

  • 1 in 4 unhoused individuals has a companion animal. (HUD, 2023)
  • 22% avoid shelters because pets are not allowed. (NAE, 2016)
  • 65% of domestic violence survivors have a pet, but half stay in dangerous situations out of fear for their pet’s safety. (URI, National Domestic Violence Hotline, 2021)

For someone already facing homelessness, the fear of losing their dog can be enough to keep them on the streets.

For survivors escaping abuse, it can keep them trapped.

For those ready to rebuild their lives, it can be the one barrier standing in the way of hope.

The Kennel Your Support Will Make Possible

This eight-animal kennel will feature a climate-controlled structure with private dog boxes and safety dividers, insulated access doors, exterior dog runs that allow for doubled capacity in good weather, and perimeter fencing for added protection.

A Compassionate, Sustainable Solution

This project is designed for long-term impact through a fully volunteer-run kennel model, with guests actively caring for their own pets while receiving full access to all Waterfront Rescue Mission services. In partnership with the Escambia County Animal Shelter, this solution allows individuals to begin their journey toward healing without sacrificing the bond that matters most.

Pet Kennel FAQs

Why is Waterfront building a pet kennel?
For many individuals experiencing homelessnes, their pet is family. Too often, people choose to remain on the street rather than enter shelter if it means being separated from their dog. This kennel removes that barrier—allowing individuals to come inside, receive services, and begin a path toward stability without losing their companion.
Who can use the kennel?
The kennel is only available to individuals who are actively coming into Waterfront Mission to receive services. It is not a public boarding facility and is not available for general use.
Where will the kennel be located?
The kennel will be located on Waterfront Mission’s campus, positioned in the back of the property away from the road and neighboring areas.
Will clients be able to see their pets?
Yes. Clients will have access to their pets, and the kennel will include a fenced outdoor area where dogs can exercise and spend time with their owners.
What does the recovery program include?
The program includes one-on-one counseling, structured curriculum, life-skills training, work therapy, accountability, and community support to help participants build a stable and sober future.
How will animal safety and health be handled?
We are partnering with Escambia County Animal Shelter to ensure the highest standards of care. Every animal will go through an intake assessment, including: vaccinations, health screening and behavioral evaluation. This ensures a safe environment for both animals and people.
